The MP, Beka Natsvlishvili held the briefing to respond to the Governmental program for agriculture support and stated that this is a belated step. “I would like to state that the Government was making the decisions on the basis of the recommendations of the physicians and these decisions were due and proper but when the Government encountered the decisions face to face, it made the wrong decision”.
Unfortunately, the Government failed to take advantage of the situation in the world and the natural deficit on agricultural products and ignored the agricultural sphere.
At that, the Government failed to assume the responsibility for the targeted development of agriculture delegating this duty to the bank sector while it is not the sphere of competence of the banks. “The Government should make the steps long ago and should establish the state agricultural development bank”, - he noted.
The agricultural development program reveals the gaps inasmuch as it fails to mention the development of the cattle-breeding and poultry, agricultural recycling, which is the pillar of the agriculture and sustainable development of the country, the program omits the employment, agrarian market etc. which are essential for agriculture and food safety.
“Agriculture needs the due planning and it is the Government only that can assume this responsibility for development of certain fields and cultures, certain volume and amounts and certain types of their production to at least approximate the food safety goals. It was a unique chance for the Government to take advantage of the natural milieu on the global level in terms of the agricultural deficit. The key recommendation is that the Government shall assume the responsibility to plan the agricultural production, define the fields for development and determine the capacity. Thus, the Government shall establish the agricultural enterprises and then delegate them to the communities to ensure employment. It is the only way for restoration of Georgian agriculture”.
