The Regulations of the Gender Equality Council of Parliament of Georgia


I. General Provisions

Article 1

  1. The Parliament of Georgia, in line with the Law of Georgia on “Gender Equality” and in compliance with the Rules of Procedure, shall set up the Gender Equality Council of the Parliament of Georgia (hereinafter referred to as – Council) in view of provision of systemic and coordinated operation on gender-related issues.
  2. The Council upon activity shall be guided under the Constitution of Georgia, the Law on “Gender Equality”, the Rules of Procedure of the Parliament, other Normative Acts and the hereby Regulations, as well as other acts of the Chairman of the Parliament of Georgia.
  3. The functions, authority, structure, composition and the activity rule of the Council shall be stipulated under the hereby Regulations.

II. Functions and Authorities of the Council

Article 2

The Council shall facilitate to definition of main priorities of the state policy in gender sphere, creation of the legislative base in gender equality sphere and provision of development, consideration and endorsement of the respective strategy, oversight of the activity of the agencies accountable to the Parliament of Georgia on gender equality issues, public awareness on gender equality and supportive measures to enhance women positions.

Article 3

The primary functions of the Council are as follows:

  1. Facilitation to definition of the main directions of state policy in gender sphere by the Parliament of Georgia;
  2. Provision of analysis of the legislation of the Georgia and development of the drafts for elimination of gender inequality in the legislation;
  3. Provision of expert examination of the draft legislative acts submitted with the legislative initiative in terms of evaluation of gender equality; 
  4. Development and planning of the particular measures to realize the equal rights of men and women and to achieve gender equality;
  5. Development and establishment of the monitoring and evaluation system for the measures ensuring gender equality and development of the respective recommendations;
  6. Oversight of the gender equality related activity of the Government of Georgia;
  7. If necessary, summon of the representatives of the Ministries and State Agencies to the Parliament and obtainment of the information;
  8. Hearing the report by the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence;
  9. Inquiry of any information and documents related to investigation of gender equality issues other than the documents classified in line with the legislation of Georgia;
  10. Consideration of the applications, documentation and other information submitted concerning violation of gender equality and provision of response thereto within the competences and development of the respective recommendations;
  11. Oversight of implementation of the National Action Plan on Rights of Women and Gender Equality;
  12. Implementation of other authorities as stipulated under the legislation of Georgia.

Article 4

The Council, in view of public awareness on gender equality and supportive measures for boosting the position of women shall:

  1. On regular-basis distribute the information through the sources available for the society about the activity of the Council;
  2. If necessary, develop and distribute the statements concerning the tendencies related to violation of rights of women and gender equality issues;
  3. Coordinate ongoing public awareness campaigns on gender equality issues to ensure wider public participation;
  4. Cooperate with the Gender Equality Councils at the Supreme Councils of the Autonomous Republics of Abkhazia and Adjara, with the Municipal Gender Equality Councils and the advisors on gender equality, as well as with the female members of Municipal City Assemblies.

Article 5

The Council, once per year, shall submit the report to the Parliament of Georgia on the state of gender equality in Georgia.

Article 6

The Council shall be entitled, on the basis of the respective Decision of the Chairman of the Parliament of Georgia, to represent on gender equality issues the Parliament of Georgia on international theatre.


III. Structure and Composition of the Council

Article 7

  1. The Chairman of the Parliament or one of the Deputy Chairperson on the basis of the assignment of the Chairman preside the Council.
  2. The composition of the Council, on the basis of nomination of the Chairman, shall be defined and endorsed with the Ordinance by the Chairman of the Parliament of Georgia.
  3. The Council is composed of 16 Members of the Parliament to be selected pro rata to the percentage number of the Members of all political parties represented in the Parliament.
  4. Upon election of the Members of the Council, awareness and/or working experience of the candidate on gender equality issues shall be taken into account.
  5. The Members of the Government of Georgia, the Heads of the Agencies and the representatives of the Non-Governmental and donor organizations are eligible to participate in the activity of the Gender Equality Council on the basis of invitation by the Chair of the Council.


IV. Rule of Activity of the Council

Article 8

  1. The Chair of the Council shall, at least once per quarter, shall convene the Council sitting;
  2. The Chair of the Council shall approve the agenda of the sitting;
  3. The right to put the issue into the agenda is entitled to:
    a. Chair of the Council
    b. Member of the Council
  4. The sitting of the Council is authorized if attended by the majority of the Members.
  5. The decision on the sitting shall be made with majority of votes of the attendees. In the event of tie votes, the vote of the Chair of the Council is casting.

Article 9

The Chair of the Council - the Chairman of the Parliament of Georgia/Deputy Chairperson of the Parliament of Georgia in effective organization of the activity of the Council shall be facilitated by the member of the Cabinet/Secretariat thereof, implementing organizational-technical provision of the Council and working on related issues.
