The Committee works on the main directions of the action plan of the spring session under the Constitutional Law of October 13, 2017 on Changes to the Constitution of Georgia.
As the Chair, Zviad Kvachantiradze noted, the Law changed the attitude of the state towards compatriots residing abroad and Diasporas and the state ensures coordination on legal level of relations with Diasporas and facilitates to maintenance of cultural and national identity of compatriots abroad. It is important that the Constitution does no longer provide the prohibition that “Citizen of Georgia cannot be the citizen of another country at the same time”, which now allows Georgian citizens to have double citizenship.
The respective changes are to be introduced to the laws which shall be considered at the spring session. New Constitutional changes are as well important adopted by the Parliament with the I reading yesterday. They allow persons maintaining Georgian citizenship upon receiving foreign citizenship.
The Committee gave the positive estimation to the changes and asked to maintain Georgian citizenship for compatriots receiving foreign citizenship during the transitional period. The Committee discussed expediency of moratorium and assigned the Staff to study and analyze this issue.
As the Chair noted, it resulted in creation of the new legal milieu changing the basis for obtainment and termination of Georgian citizenship and changing the fundamental principles of Georgian citizenship. It entails revision of the Committee plan. The Staff was assigned to develop the changes to the Regulations of the Committee.
