The Committee considered with the I reading the Bill on Spatial Arrangement and Construction Code, introduced by the Deputy Economic Minister, Irma Kavtaradze.
She spoke about the circumstances entailing necessity to re-regulate construction sphere. “After initiation and considerations, the significant changes have been introduced to the Code, we retitled the Code into the Spatial Planning, Architectural and Construction Activity Code”.
The Bill aims at regulation of use and development of the territories of Georgia on the basis of the public and private interests reconciliation, at creation of dignified conditions for life and activity, to plan the spatial arrangement and urban constriction, to protect health, environment and natural resources upon architectural and construction activity, to protect cultural heritage etc.
The Code consists of two parts – spatial arrangement and construction. The Code elucidates the terms and formulates the tasks, spatial planning and urban construction hierarchy. As to urban planning, it consists of the plans: master, planting and planting detailed plan.
The novelty is the pre-assessment procured of the infrastructural construction projects. The Bill annuls the zonal coefficient merchandize and establishes the new requirement of several conditions to be simultaneously valid for the permit.
The Code establishes three main supervision types: public, technical and construction safety.

The Committee supported the Bill. “This Code is important for regulation of this sphere. It is another step forward in terms of approximation to EU laws”, - the Chair, Tamar Khulordava stated.
