The Committee considered the draft on Normative Acts and the draft on Rules of Procedure and supported the drafts, introduced by the Chair, Tamar Khulordava.
The drafts aim at inclusion o changes to the explanatory card to improve and specify legislative harmonization in line iwht EU respective standards. Currently, the explanatory card provides general record defining EU directive solely.
“Obligation of harmonization does not imply approximation to Directives solely. It means the regulations and recommendations as well. So, we offer inclusion of the EU legal acts approximation to which we have assumed”, - she stated.
The term shall be extended as well. The initiator shall introduce the form of legal harmonization and besides, the law on Normative Act shall determine the table of compliance with EU respective legal acts. “The explanatory note will have the new annex and if the legislative initiative is related to EU legal act harmonization, the table will ensure detailed prescription. Thus, the changes will simplify Committee activity in limited terms”.
These changes entail changes to the Rules of Procedure.
The Committee endorsed the Action plan for 2018-2020 developed by the Committee in cooperation with EU-UNDP GG program.
The Committee supported the changes to the Regulations of the Committee.
