The changes are to be adopted to the law on Mental Aid, introduced by Dimitri Khundadze with the I reading, entailed with necessity to improve regulation of persecution for abuse. The compulsory mental treatment shall be defined. The article shall be added on compulsory mental treatment applied in the event under the part 2, article 191 of the Criminal Code of Practice. The rules and procedures for stationary treatment shall be defined. The stationary shall provide security conditions and risk reduction and mental cure programs. The provision shall be added obliging the Commission of Psychiatrists to once per 3 months evaluate the state of the patient. If the Commission concludes the ground for treatment is eliminated, the Administration shall address LEPL Levan Samkharauli expert national bureau for approval or rejection. The bureau within 48 hours shall consider the conclusion. After discharging, the person shall be registered according to the residence in the nearest ambulatory mental instance. If the patients under compulsory treatment committing the crime and attributed by the forensic experts as insane, shall be released from persecution and “punished” with: a) 2 years for less grave crime; b) 4 years for grave crime; c) 10 years for particularly grave crime. The fee for failure to pay administrative penalty and the terms of suspension of driving license shall be reduced according to the changes to the Code of Administrative Offense. As Deputy-Interior Minister, Levan Izoria stated, changes shall define the adequate amount of the penalty not exceeding 500 GEL. If the person does not pay the penalty and the fee, the driving license shall be suspended with 6 months. The license shall be returned if the amount does not exceed 100 GEL and if exceeds, the persons shall pay the penalty and the fee not exceeding 2000 GEL. Changes are to be adopted to the law on Combat against Trafficking, defining the term “exploitation”, introduced by Deputy-Justice Minister, Alexander Baramidze. The term “contemporary conditions of slavery” shall be defined. Contemporary conditions imply obliging person to work without salary or with inadequate salary. L. Izoria introduced the Agreement between Georgia and Romania on Exchange and Mutual Protection of Classified Information. The draft on Common Courts was considered with the I reading, defining the term for monitoring procedures as July 15, 2015 instead of May1, 2014. The Committee supported the drafts.
