The Committee considered the draft on state budget 2015, introduced by the Deputy-Finance Minister, Giorgi Kakauridze. The draft envisages increase of the mobilized budget funds with 120 ml GEL and the renewed forecast constitutes 7 520 ml GEL. The incomes from privatization are to constitute 45 ml GEL. The changes to the budget are based on 9-10 months data. The state debt index decreases with 293 ml GEL, including the incomes in capacity of treasury liabilities decrease with 185 ml GEL and external source credits decrease with 108 ml GEL. In total, the budgetary incomes (at the account of debt reduction), reduce to constitute 9 745 ml GEL.
The expenditure part increases with 30 ml GEL to be defined with 9 605 ml GEL. Financing for Healthcare Ministry increase with 96 ml GEL for uninterrupted implementation of universal health care program. Financing for Regional Ministry reduces with 76 ml GEL. “These are the sums allocated for projects by the donors, that we failed to consume this year due to the decision of the Ministry to restrict issue of advance payments”, - G. Kakauridze stated.
The financing for Agricultural Ministry increases with 4 ml GEL to be consumed on leasing agricultural machinery in 2011. Irrigation and drainage system improvement project will get reduced financing with 9 ml GEL. The reserve fund of the Government will increase with 15 ml GEL. 7 ml GEL of the fund will be allocated to award the sportsmen for their achievements in various championships. The Committee supported the draft.
The Committee discussed the draft on Licensing of Educational Activity, initiated by Healthcare Committee. According to the reporter, Mirian Tsiklauri, the draft envisages redefinition of the educational activity implying activity related to cognitive, emotional, physical and intellectual development of children and 24 hour service aiming at personal, moral, intellectual and adaptation behavior of children.
The draft envisages definition of territorial location and quantity of educational activity by the Health Care Ministry. The draft defines the issuer of the license, the documents for submission for the license, license terms etc.
The Committee considered the drafts on: Code of Administrative Offenses; Criminal Code; Control over Entrepreneurship Activity”. The changes supplement the norms to the Code of Administrative Offenses defining administrative responsibility for illegal educational activity, failure to implement license terms etc. The Criminal Code shall be supplemented with the articles defining responsibility for activity without license. MPs expressed various remarks, including definition of terms and sanctions in the Criminal Code for alternative penalty. The Committee supported the drafts.
