The Committee considered the draft organic law on Municipal Code with the III reading by Grigol Liluashvili, Otar Danelia and David Songulashvili.
According to G. Liluashvili, the formulation has been amended upon consideration, envisaging appointment of Deputy Chairs of the Factions of Municipal Assemblies. New formulation envisages one Deputy of the Chair regardless of the number of Faction members and if the number exceeds 9, the second Deputy may be appointed, however the number of Deputies shall not exceed 2.
The exception is Tbilisi City Assembly, where the Faction Chair has one Deputy and per 9 members he/she may appoint one additional Deputy, however not exceeding 3.
“The issue is communicated with the opposition. If the law is adopted, it will facilitate to enhancement of the parties in the regions and municipalities and the parties, who get ready for the elections will have solid representation in the Assemblies, which will outline party responsibility. It is a step forward despite the part of the opposition tried to discredit the Bill”, - he stated.
He reminded MPs that the costs will not increase as the Factions cannot be spontaneously set up and each party will have one Faction solely. The Committee supported the drafts.
