The Budget and Finance Committee considered the draft by the First Vice Speaker, Tamar Chugoshvili envisaging the changes to the laws on Legal Aid and on Lawyers.
The draft envisages access to the services of the Legal and Advisory Centers, implying additional lawyers service on disputes related to immovable articles of the insolvable beneficiaries. The changes are aimed to improve the legislative base on civil and administrative case national and international obligation implementation by the Legal Aid Service.
The draft aims at access to LAS, Legal Aid Bureaus and Advisory Centers.
According to T. Chugoshvili, the draft on Legal Aid Service aims at gradually and maximally enlargement the list of the issues concerning service to the insolvent citizens. The changes extend service area covering: domestic violence, violence against women, labor disputes and disputes on real estate.
The change concerns composition of the legal aid council with 9 members, 3 of which are appointed by the Bar Association, 3 – by the Public Defender, 1 – by Ministry of Justice, 1 – by LAS out of employees, 1 is the member of the High Council of Justice. The draft sets the requirements to the candidates to the legal aid council by the BA Executive Council. If it had the right to nominate any member to the LA council regardless of experience and skills, now the Council shall nominate the lawyer of high reputation with at least 5 years of experience.
As the Chair of the Budget and Finance Committee, Irakli Kovzanadze stated, the draft enlarges service area for socially vulnerable with 6 more lawyers. 6 ml. 380 GEL is allocated from the budget 2018 exceeding the 2017 plan with 580 k. GEL. The Committee supported the draft.
The sitting was resumed jointly with the Defense and Security Committee considering the drafts by Giori Kakhiani and Guram Macharashvili on: Special Penitentiary Service; Police; Civil Security; State Special Protection Service; State Security Service; Investigation Service at the Ministry of Finance; Imprisonment Code; Rules of Procedure.
The changes are of technical nature deriving from the law on Salaries in Public Service. The Committees supported the drafts.
