The sitting of the Procedural Issues and Rules Committee

The Committee discussed the proportional representative quotes of the Interim Commission of Financial Audit of State Audit Service for 2017.

According to the Chair, Giorgi Kakhiani, the quote definition was assigned in line with the Resolution. The Commission shall be composed of 16 members, 8 of which are from Majority Factions and 8 from non-Majority Factions and non-Faction MPs. The Committee supported the issue.

Irine Pruidze introduced with the II reading the draft Rules of Procedure, reflecting the remarks expressed upon the I reading.

The Committee discussed the second initiative by I. Pruidze concerning the Code of Conduct for MPs, the norms of which were considered unacceptable by Endzela Machavariani and Giga Bukia. As to the Code, it is the aggregation of the declared principles and conduct rules mandatory for MPs and violation of which will entail sanctions defined by the Conduct Council.

The Council will be composed of MPs and will serve the instrument for Code enforcement. E. Machavariani and G. Bukia spoke about incompliance of the Code with the Constitution noting that sanctions shall be inadmissible upon realization of MP’s authority.

The Rules of Procedure already regulates the main directions of MP activity.

The Committee supported the initiative though appointed the detailed discussion for the II reading.
