The Committee discussed the draft Rules of Procedure.
According to the Chair, Guram Macharashvili, the changes to the Constitution entail the amendment of the Rules of Procedure to ensure its compatibility with the Constitution.
“Deriving from the principal changes to the Constitution, also envisaging that the Minority and Majority will no longer be in the Parliament as the political subjects but will be the Parliamentary opposition and the Majority, as well as the Factions will be the main actors in the 10th Parliament with the changed rule of their set-up, the draft also envisages the changed number of the Vice-Speakers etc. Deriving from these principal issues, the technical changes are to be introduced to the Rules of Procedure to ensure its compatibility with the Constitution and to make it rational and optimal”.
The draft was introduced by Irakli Kobakhidze, who stated that certain editorial and technical changes have been introduced for the III reading, however, never affecting the context.
The Committee approved the draft and the deriving bills on: Budget Code; Criminal Code; Public Service; organic law on Prosecutor’s Office; Broadcasting; and Salaries in the Public Institutions.
