On today’s briefing the Member of the Parliament, Guram Chakvadze echoed the dissatisfaction of the small business owners concerning the introduction of commodity overhead. According to the Member of the Parliament, these types of legislative norms are blocking the formation of economically free and stable middle stratum in the country. 

Exclusion of forest fund lands from the state forest fund within the Tbilisi borders and on nearby territories shall be possible if forest districts, assigned for autonomous church are allocated for the purposes, prescribed under the Constitutional Agreement of Georgia.

"The Government from its Reserve Fund shall allocate 10 tetris for each kilogram of apples to peasants living in Samtskhe-Javakheti and Shida Kartli additional”- this appeal was made to the country’s government by the member of the Christian-Democrats Faction Levan Vepkhvadze.

The Chairman of Parliament of Georgia with the Parliamentary Delegation will visit the Republic of Turkey on February 9-12. In Ankara David Bakradze will hold meetings with the Prime Minister of the country, Recep Tayyip Erdoğan, with the Chairman of the Grand National Assembly (Parliament) of Turkey, Mehmet Ali Şahin and with the President of COE Parliamentary Assembly, Mevlüt Çavuşoğlu. The Chairman of Parliament of Georgia, David Bakradze will also meet the Head of the Friendship Group of Parliaments of Turkey and Georgia, Jelal Erbai. Cultural events are as well planned within the scope of the official visit.

On today’s sitting of the Committee on Education, Science and Culture the Georgian Government by the manner of the legislative initiative submitted for the discussion were the amendments and changes to be introduced to the Georgian Law the following draft laws on "General Education”, "On Higher Education”, "On Science and Technologies and their development”.

The Chairman of Parliament of Georgia, David Bakradze congratulated the Bureau Members and the population of Georgia with the Day of David the Builder and the Day of Foundation of State University.

The Member of the Parliament Mr. Giorgi Tsagareishvili is addressing the Chairman of the Parliament Mr. David Bakradze in a written form to be given an exceptional right to participate in debates after the completion of an annual report which shall be submitted by the President of Georgia.  According to the Rules of Procedure of the Parliament, after the Speech is delivered by the President, the Chairpersons of the Parliamentary factions will take a floor.

The Leader of Georgian Dasi, Jondi Baghaturia demands call of special sitting of Anti-crisis Council. At the press-conference, held in Parliament jointly with the refugees from Akhalgori, Baghaturia stated that the Governments of USA, Germany and France allocated millions of USD for refugees for the purpose to construct dwelling cottages and grant remunerations in the amount of 10 thousand USD, although 150 refugee families from Akhalgori have gained nothing from the state so far.

At the sitting of the Committee On European Integration, Vakhtang Balavadze submitted the legislative initiative – the Draft Law "On Facilitation of Illegal Income Legalization Suppression” and the attending Draft Laws for consideration.

Issues of criminal responsibility of persons under the age 14 shall be regulated in a new manner. According to the changes to the Criminal Code, age for the criminal responsibility of the minors of 12-14 years shall be defined as 14 years. The legislative package, submitted by the Government of Georgia implies some particular preferences for minors.

Considerable changes shall be made to the Criminal Code of liberalization thereof. The matter concerns increase of minimal age for criminal responsibility from age of 12 to 14 years. The Prosecutor General, Murtaz Zodelava made the statement regarding this fact on the sitting of the Committee On Human Rights and Civil Integration today.

Changes are to be made to the Law On Insurance. This fact was discussed on the sitting of the Committee On Healthcare and Social Issues today. The change is based on the Draft Law “On Facilitation of Illegal Income Legalization Suppression”, necessity of adoption of which is stipulated by the importance of fulfillment of recommendations by the Council of Europe the Eminent Experts Committee against the Money-laundry (MONEYVAL) and the Financial Action Task Force (FATF).

The Draft Law, initiated by the Government of Georgia "On Technical Hazard Control” targets on property and environmental protection, also protection of human health and life from technical hazard by means of state supervision and control, as well as on exploitation of technical hazard objects, provision of correspondence of the labor processes and conditions with security measures. The Draft Law was considered with the first reading on the sitting of the Committee On Sector Economy and Economic Policy today.

Today the Committee On Foreign Relations discussed the changes to the constituent agreements of the International Monetary Fund "Concerning the Extension of Investment Authorities for the International Monetary Fund” and "Concerning the Extension of Voting and Participation Rights of the International Monetary Fund”.

The Chairman of the Committee On Compatriots, Residing Abroad, Nugzar Tsiklauri met the representatives of Georgian Diaspora in Russia, Tamaz Beridze and John Shamatava, who were the active members of the Georgian Community "Iberia” in St. Petersburg. After return to Georgia, they established the International Organization "Displaced Persons from Abkhazia” The primary objective of the Organization is to support repatriation of displaced persons from Abkhazia and creation of appropriate conditions is necessary for this purpose.

The Chairman of the Parliament, David Bakradze supposes that elections in Georgia will be transparent, democratic and fair. Today he met the Chairman of CEC, Zurab Kharatishvili to consider the elections-related issues.

According to the statement of the Vice-Speaker of the Parliament, the Member of "Christian-Democrats” Faction, Levan Vepkhvadze, amount, considered for each Political Party for the voters’ list re-check purpose is not sufficient for perfect implementation of the process. The Member of Parliament offers the consolidated and joint implementation to the Political Parties, willing to participate. "Christian-Democrats” suppose that the special fund shall be established, allowing the re-check of the lists.

The Draft Law "On Changes and Amendment to the Administrative Code of Violation of Law” was considered at the sitting of the Committee On Agrarian Issues today.

The Chairman of the Committee On Human Rights and Civil Integration, Giorgi Arsenishvili held the working meeting with the First Deputy Minister of Justice, Tina Burjaliani and the Deputy Ministry of Internal Affairs, Ekaterine Zghuladze.

The government considered the Parliament’s comments and on today’s sitting of the Finance and Budget Committee introduced the agreed version of draft law "On Revenue Service”. The draft law was considered for the second hearing.
