The Committee on Procedural Issues and Rules discussed definition of quotas of the proportional representation of the Factions to the Parliamentary Committees. The issue was introduced by the Chairperson of the Committee, Irine Imerlishvili, according to which, necessity to redistribute quotas is conditioned with establishment of the new Faction “Georgian Dream-Conservators”. The Committee as well considered authenticity of signatures of 80 MPs concerning the legislative initiative of the Constitutional draft law “On Changes to the Constitution of Georgia”. As Irina Imerlishvili stated, the staff off the Committee verified 79 MPs, who signed the initiative, and they confirmed the authenticity of their signatures. As to one MP, he/she is absent at this stage and it is impossible to establish contact. The Committee members considered the draft law “On Changes to the Resolution of the Parliament On Establishment of the Temporary Parliamentary Commission on Audit of Financial-Economic Activity for 2012 of the State Audit Service”. The initiators of the issue, David Onoprishvili and Nodar Ebanoidze spoke about compliance of the issue of audit service activity with the Rules of Procedure of Parliament. The Minority members expressed their opinion and noted that the term “activity” involves the wide spectrum and it is necessary to make a list of spheres of this project. All in all, it was decided to establish the working group before submission of the issue to the Bureau sitting, as a result of consultations of which, the specific direction of audit service activity shall be defined.
