The Committee on Procedural Issues and Rules considered with the first reading the legislative initiative of MP, Bidzina GUJABIDZE, the draft procedural law “On Change to the Rule of Procedure of Parliament”. According to the draft, dressing of the persons, attending the plenary in the Hall shall be protocol-business style or national. According to the current norm of the Rules of Procedure, the dress-code is just protocol-business style. According to the initiator, this change will facilitate promotion of national and cultural heritage. The Committee member from the minority, Mrs. Khatuna GOGORISHVILI stated that concept of the national dressing is provided none of the laws and deriving from this fact, the edition of the draft shall be improved. After the discussion, MPs supported the main principles of the change and agreed to consider with the second reading after improvement of the edition by the author. The draft procedural law, initiated by MP, Zurab TKEMALADZE envisages establishment of the scientific-consulting councils at the Committees “On Change to the Rules of Procedure of the Parliament”. According to the draft, the Council members shall be the experts with the competent experience from the relevant sphere. The composition of the council shall be appointed by the Committee Chair. In the event of necessity, the council sitting shall be convened by the Committee. The Committee member from minority, David SAKVARELIDZE expressed his opinion that student-consulting councils may as well be established at the Committees. The author shared this initiative. The Committee supported the draft with the majority of votes to be submitted to the plenary session for the first reading. |
