The legislative initiative by the Committee, the draft law on “Professional Theatres” envisages inculcation of new regulations in the management system of state professional theatres, considered at the sitting with the first reading.
According to the draft, all state and municipal theatres will have the art director, and optimization of manager functions will be implemented with separation of the authorities of the art director and the director. The theatre will be managed by the art director, who will be imposed with the main responsibility on creative activity, and the director will be responsible for administrative-technical and organizational activity. The art director will be appointed by the Minister with the term of the theatrical season from the candidates, selected by the recommendation board. The Deputy-Minister of Education and Science, David ZURABISHVILI introduced with the first reading the draft on change to the Law “On General Education”. The draft envisages impossibility to dismiss, cancel authority or prolong thereof of the board of trustees, also in the event of failure to elect the board of trustees, capacity of the director of exercise the authority of the board. According to the change, the authority of the board of trustees shall be expanded to July 1, 2013. The Committee considered with the first reading the draft law by the Government “On Change to the Civil Code of Georgia”. According to the draft, non-profitable (non-commercial) legal entities shall be given opportunity to be converted into the LEPL. The legislative initiative by the National Movement “On Change to the Law On Higher Education” envisages establishment of the legal mechanism of recognition of the credits, received by the free students and the students of the certification course. The draft was introduced with the first reading by the Deputy-Chair of the Committee, Sergo RATIANI. The Committee supported submission of the drafts to the plenary session.
