The initiative of Young Lawyers on change to the Code of Administrative Offence envisages announcement of temporary moratorium and cessation of administrative imprisonment in the event of administrative offences. The Committee considered this initiative. The MPs also studied the conclusions by the Ministry of Internal Affairs and the Minister of Justice, which do not share this legislative initiative.
The Chairman of the Society, Kakha KOZHORIDZE in details elucidated this initiative. According to him, the moratorium shall be announced till July 1, 2013, when accomplishment of the reform of the administrative offence sphere is scheduled.
The Committee did not support the initiative. Though, the Committee members, Koba DAVITASHVILI and Pavle KUBLASHVILI expressed readiness to work with the Society on reflection of the initiative to the law.
The Committee considered with the third reading the draft law on Change to the Organic Law “On General Courts” and supported submission thereof to the plenary session.
