The Parliament started working on main principles of development of decentralization and self-governance. The draft law, elaborated by the Parliament “On the Strategy of the Government for 2013-2014: Main Principles of Development of Decentralization and Self-Governance” was considered at the Committee sitting. The Committee members were provided with the detailed information by the First Deputy-Chair of the Committee, Gia ZHORZHOLIANI. “Strategic document mainly is based on the principles, which were reflected in the Governmental and electoral programs and which imply the important step towards increase of participation and involvement of the citizens on various municipal levels. It prescribes inculcation of real democratic principles at the places, change of the situation during 20 years, when democracy was onset on the national level. The reform shall be conducted in order to let our citizens take part in the decisions, which shall define the rules, which will be observed by the citizens, is it in the villages, cities or regions”, - he stated. According to him, the priority of the Government is to conduct significant reforms towards development of decentralization and self-governance. As it was stated at the sitting, the Government considers the decentralization process as the tag aspect of establishment of democracy and relevant institutions in the country. As Mr. ZHORZHOLIANI stated, this document shall become the subject of wide considerations and discussion and adopted on the basis of the consensus. The Deputy-Chair of the Committee from the opposition, Gia TEVDORADZE noted that this issue is the possibility of perfect cooperation and expressed his hope that various political forces will achieve consensus. The Committee will consider this document with NGOs next week and the meetings will be held in the regions in March.
