Sanctions for entry to the occupied territories of Georgia with breach of law shall be changed for the foreign citizens and the persons without Georgian citizenship. The draft by the Government on change to the Law On Occupied Territories was considered at the sitting today.

As the first State Minister of Reintegration, Ketevan Tsikhelashvili elucidated, the first illegal entry to the occupied territory will no longer be the criminal offence and envisages the administrative penalty. The criminal responsibility shall be imposed in the event if this action is committed after imposition of the administrative penalty. In the event of repetition of offence, the penalty or imprisonment of 1 year shall be imposed. The Government of Georgia shall issue the permit for entry. According to her, the person shall be exempted from responsibility, who enters the occupied territories without the special permission by the Government and obtains thereof after entry. Te objective of the draft is to liberate criminal responsibility for this violation.
The minority gives the negative evaluation to the draft. According to Shota Malashkhia, the changes will not improve the conditions for the population on the occupied territory.
The draft on change to the Law on Higher Education was considered. In the event of adoption, the persons, not passing the national exams, shall be entitled to pass the educational program in Georgian language.
The change to the Law on Diplomatic Service was as well considered, which regulates the issues, concerning the business trip via rotation. According to the Deputy-Minister of Foreign Affairs, Giorgi Khelaia, the draft gives the new prescription of the rule and the term of appointment of the acting position.
The Committees and the Commission separately voted for the drafts and endorsed that the drafts are ready to be considered at the plenary session.
