The Committees considered the draft by Erekle Tripolski and Gia Zhorzholiani on “Rural Societal Self-Government”.

According to the draft, the rural societal self-government shall be established – the LEPL on the basis of territory – the village within municipality, which will have the agencies, established under this law, administrative borders, property and income, the right to purchase rights and obligations, possess property, sign the contract, gain income. This unit will obtain rights upon registration in the Ministry of Justice.
According to the draft, the municipalities shall be given opportunity to delegate function of coordination and organization support of exercise of own authority on the basis of the agreement. The draft aims at establishment of inter-relation between local authorities and the population.
According to one of the authors, Gia Zhorzholiani, this draft is an important step to implementation of decentralization reform of the system.
The initiators agreed that the remarks expressed will be reflected for the next consideration.
