The Committee considered the drafts on changes to the law on Security Market and on Bookkeeping Account and Financial Accountability Audit. The author, the Chair of the Committee, David Onoprishvili introduced the drafts.

According to him, oversight on brokerage companies, security independent registrars, asset management companies, central depositary and stock exchange will no longer be attributed to the competence of the National Bank. The National Bank will be deprived with the excessive function – regulation of security market. As the author evaluated, deriving from difficulty of security market, the regulatory body shall be composed of relevant specialists.
According to him, change to the law on Bookkeeping Account and Financial Accountability Audit is conditioned with necessity to suppress legislative gaps. According to the changes, the LEPL - Bookkeeping Account and Financial Accountability Audit Supervisory Agency shall be established at the Securities Commission to oversight activity of the relevant organizations.
