The first half of the session was dedicated to the statements. The minority MP, Giorgi Gabashvili echoed the statement by the Prime Minister concerning reception of the MAP for NATO membership. He hails the statement that Georgia shall receive MAP for 2014. According to him, the majority, deriving the team principle, does not say that blaming the country for terrorism contradicts with the national interests. “In order to receive MAP, we have much to do but this is the common task. I am glad that mentioning the NATO is a far perspective was replaced with the talk that Georgia has receive MAP for 2014”, - he stated. The Chair of the Committee on Human Rights, Eka Beselia echoed the statement by the minority as if criminological situation has been aggravated. She introduced the official statistical data that current situation has been reduced in as against 2012. The minority MPs demand summon of the Minister of Finance, Nodar Khaduri. Zurab Japaridze emphasized the new economic indices published by the Statistic Office for the first quarter and April, 2013. As he stated, we witness the aggravation of index, drop of economic growth and reduction of income. According to Khatuna Gogorishvili, the Ministry of Education made the decision to deliver the text-books free of charge and it entails corruption. After the statements, the Deputy-Minister of Foreign Affairs, Giorgi Khelaia nominated the candidates of the Ambassadors to: Turkey – Irakli Koplatadze; Azerbaijan – Teimuraz Sharashenidze; Kazakhstan – Zurab Pataradze; Lithuania – Khatuna Salukvadze and CoE – Constantine Korkelia. The MPs unanimously voted for the nominated candidates. The MPs unanimously voted for the draft resolution on ratification of the Agreement on Cooperation in Development between Georgia and Austria. The MPs proceeded with consideration of the drafts, vetoed by the President – on General Courts. The Parliamentary Secretary of the President, Dimitri Dzagnidze introduced the motivated remarks and alternative proposals by the President. Upon consideration, one of the minority leaders, Akaki Minashvili once more criticized the norms and stated that this is the attempt of influence on judiciary and that the changes contradict with the position by the Venice Commission. The First Deputy-Chair of the Legal Committee, Shalva Shavgulidze stated that the remarks serve for maintaining the influence of the preceding Government on judiciary. The draft failed after voting. The MPs did not share the remarks by the President. The Speaker, David Usupashvili raised the initial version of the draft and the Parliament overrode the veto. The MPs voted one more vetoed draft – changes to the Criminal Code of Practice. According to the Chair of the Legal Committee, Vakhtang Khmaladze, it is preferable to maintain the current norm on jury at this stage. As a result of voting, the Parliament did not support the remarks by the President with 24 for and 81 against. Parliament failed one more draft with 46 for to 44 against. The draft by Koba Davitashvili on Lottery and Other Gambling was discussed with the second reading. It was noted that the draft needs additional work-out and consultations with the relevant specialists. The Parliament unanimously adopted the draft resolution on Temporary Investigation Commission with 91 votes. |
