The members of the Commission on Public Consideration of Constitutional Changes introduced the drafts to the Batumi residents. The meeting, organized by NDI, was held in Batumi Sheraton Hotel. The Commission members presented three Constitutional changes and spoke about the legal norms, envisaged by the changes. The opinions on the drafts were expressed by majority and minority. The MP, Pavle Kublashvili stated that one of the changes on quorum, is a very important issue. According to the draft, the Constitutional quorum is defined as 2/3 and according to Pavle Kublashvili it is not expedient as it means that only one Coalition will make decisions on all changes. Another important issue is of taking three political positions by the persons with double citizenship. The minority considers that it is necessary to have more arguments why this norm shall be changed. According to Vakhtang Khmaladze, these changes shall be adopted before the Elections, otherwise, the number of norms, enacted after the elections, may entail disbalance between the governmental branches. Public consideration of the Constitutional changes has already been held in Tbilisi and Kutaisi. Next week the Commission will hold consideration in Rustavi, Gori, Telavi and Akhaltsikhe.
