The Committee discussed the draft by the Government on changes to the Criminal Code of Justice, introduced by the Parliamentary Secretary of the Government, Shalva Tadumadze. The draft envisages extension of the term interrogation under the Criminal Code of Justice of February 20, 1998 till December 1, 2014. At that, 7 000 investigators need to be retrained according to the new standards. The representative of GYLA introduced the address to the Parliament. Civil society appealed to the Parliament not to share the changes. According to the Chair of the Committee, Eka Beselia, the Committee considers it important to establish new standards though the circumstances shall be taken into account that the court and investigation shall be ready to implement this norm. “We shall think of it in complex. The Government needs to submit the grounded arguments. It is to be hailed that the Parliament takes it principally though the aid is to be provided to other agencies to create environ for enactment of the law. We are ready to take responsibility if the Government corrects the terms”, - she noted. Thus, the Committee abstained from supporting the changes and the term was changed with December 31, 2013. Sh. Tadumadze also introduced the draft on change to the Road Traffic. According to him, the draft includes lots of new norms: new regulations on environmental protection, prohibiting wash of the transport means in the sea, lakes, reservoirs and rivers. The Committee members expressed their opinions though it was noted that the principles are accepted. The Committee considered the optional protocol, submitted by the President for ratification On Criminal Convention on Corruption, introduced by the Deputy-Minister of Justice, Alexander Baramidze, who stated that assigns the undersigned states to criminalize bribing of the international arbiters and jury and that Georgian legislation is ready to join the protocol. The issues considered will be submitted to the session.
