The Committee considered with the second reading the drafts by: Irakli Sesiashvili, Irakli Chikovani, Victor Dolidze, Zakaria Kutsnasvili, David Berdzenishvili, Giga Bukia and Giorgi Topadze: on change to the law on Status of Military Serviceman; on change to the law on State Compensation and State Academic Scholarship and on change to the law on Social Aid for the Families of Deceased in the Struggle for Territorial Integrity, Freedom and Independence of Georgia. Changes to the law on Status of Military Serviceman envisages single aid for the family of the soldier, deceased in peace operations and in struggle for territorial integrity, freedom and independence of Georgia in the amount of 100 000 GEL. The change to the law on State Compensation and State Academic Scholarship envisages compensation for the families of deceased for territorial integrity, freedom and independence of Georgia since 90s: 500 GEL from 2014 and 1000 GEL from 2015. The Committee considered with the first reading the draft by Guguli Magradze: changes to the law on Suppression of Domestic Violence and Protection and Aid for the Victims of Domestic Violence. The draft defines the new form of violence – negligence, concerning failure to fulfill obligations of parents towards children. The victim shall be granted the right of free legal consultations and first medical and mental aid. Questioning of juvenile shall be held with attendance by the legal representative of psychologist. The development of draft is connected to the CoE Convention of April 12, 2011 On Combat and Prevention of Violence towards Women and Domestic Violence. The Committee considered with the first reading the draft by Koba Davitashvili on changes to the law on Drugs and Pharmaceutical Activity. The objective of the draft is to prevent uncontrolled sale of so-called “pharmaceutical” narcotic means. The Committee considered with the third reading the draft on change to the law on Narcotic Means, Psychotropic Agents, Pre-Cursors and Narcological Aid – the so-called spices JWH-018, JWH-081, JWH-122, JWH-398, JWH-073, JWH-200, HU-200, GP-47, 497 shall be added to the list of narcotic means and psychotropic agents withdrawn from the illegal possession or circulation. The Committee supported submission of the drafts to the session.
