The Committee considered with the second reading the draft on change to the law on Public Service. According to the draft, the person shall be appointed on the position under the article 2 of the law on Interest Incompatibility and Corruption in Public Service by the competition till July 1, 2014 and till January 1, 2014 – on the other position. The Committee considered the organic draft on change to the Election Code, envisaging the person, authorized to sign the application by the candidate of the President and the term of submission of the final financial report by the electoral subject. The Committee considered with the second reading the draft on changes to the Election Code, envisaging restriction of usage of administrative resources during the elections: issues of restriction of pre-election (propaganda) campaign and participation rules, budgetary funds and official state. The Committee decided to withdraw the term “Election District Nearby Area” as this norm would create administration problems. The change has been adopted to the paragraph 7, article 45, according to which, propaganda and support to propaganda by organizers at the events/presentations, financed from the state/local budget shall be prohibited. The Committee considered with the third reading the organic draft on change to the Election Code, regulating the rule of précising the voters’ list for 2014 municipal elections – Sakrebulo and City Hall, defining the list of participants in the propaganda etc. The Committee considered with the first reading the draft on change to the law on Police, regulating main principles of police activity, functions and authorities, legal and social protection, financing, material-technical base and control issues. The draft contains sundry novelties: the preventive and offense response functions are separated; the vague terms are clarified; general principles are defined. The regulating acts of police activity of European countries have been taken into account. The Committee considered with the second reading the draft by Eka Beselia on change to the Amnesty, envisaging application of amnesty to the persons, committing the crime under the articles 158 and 159 before December 31, 2012 and crimes under article 157 before July 1, 2013. According to the changes, the amnesty shall not apply to the person, committing the crime under the article 157 before December 1, 2012. The Committee considered drafts by Lasha Tughushi, Zviad Koridze and Lika Sajaia on change to the law on Operative-Detective Activity and change to the Criminal Code of Practice, change to the law on Electronic Communications, change to the law on Personal Data Protection and the change to the Rules of Procedure.
