The MPs considered with the third reading and unanimously adopted the following drafts: on changes to the Election Code; law on Status of Military Serviceman; law on State Compensation and State Academic Scholarship; law on Social Protection of the Families of Deceased in the Struggle for Territorial Integrity, Freedom and Independence of Georgia. The draft by Zakaria Kutshnashvili on changes to the Election Code was considered with the first reading and adopted with 80 votes. The draft defines the rule of composition of the list of the movable ballot box and state districts in other countries, the rule of participation of the persons in voting, stricken off the register according to the residence. The MPs considered with the first reading the draft on changes to the organic law on Political Unions of Citizens and adopted with 79 votes against 1. According to Z. Kutsnashvili, the legal entity cannot be the donator, which gained more than 15% of actual income by simplified state purchases. According to the draft, the total amount of donations by the citizen per year shall not exceed 60 000 GEL and 120 000 GEL from legal entity. The threshold of financing the parties shall decrease to 3%. In order to facilitate women’s participation in policy, the party will gain extra 30%. Some changes concern activity of audit service: in order to conduct extraordinary financial audit, the service shall appeal to the court for the permission. The court mechanisms shall be précised on endorsement of protocol of administrative offense on seizure of the illegal donation or property by the audit service. The audit service shall, within 5 business days, publish the financial report of the party/electoral subject in view of income and expenditure transparency of the parties. The right to declare the deal by the party void, shall be delegated to the court. The penalty of 5000 GEL for failure to submit the information inquired by the audit service shall decrease to 1000 GEL for the natural person and 2000 GEL for legal entity. The total amount of costs by the party per year shall two-folds decrease, thus shall not exceed 0,1% of GDP. The draft by 49 MPs on change to the law on Enforcement Record was adopted with 69 votes. The draft envisages suspension of enforcement of the cases on real estate till February 1, 2014, which are gained by loan and/or mortgage. The Parliament considered with the second reading the draft on changes to the organic law on Election Code. The MPs considered with the second reading the draft on change to the Transit and Import of Wastes on the Territory of Georgia. The next session will be held tomorrow at 13h00.
