The session considered and passed with the first reading the draft on Tax Code of Georgia. The draft by the Ministry of Finance envisages exemption of the disabled persons from taxation on 6000 GEL income, gained during the year. According to the First Deputy-Minister of Finance, Giorgi Tabuashvili, such tax concession also will apply to the income gained by salary for agricultural works and income by the person, gained till January 1, 2017 for agricultural works, not exceeding 200 000 GEL, shall as well exempted from taxation. Koba Davitashvili introduced the draft on changes to the law on Drugs and Pharmaceutical Activity, entailing various opinions. According to him, the draft establishes double sanctioning for pharmaceutical activity violations. According to the Chair of the Health Care Committee, Dimitri Khundadze, the general principles and provisions are acceptable though he does not agree with doubling the sanctions. The MPs considered and passed with the second reading the draft on changes to the organic law on Political Unions of Citizens, envisaging that the party shall gain the amount, allocated from the state budget for the parties, which gets 3% or more in the last elections. The index shall be decreased to 3% from 4. The draft establishes regulations for restoration of right to finance the parties by the legal entities. The MPs considered and passed the draft on changes to the law on Higher Education. According to the Parliamentary Secretary of the Government, Shalva Tadumadze – “The National Centre for Examination will implement evaluation of the examinations and international researches”. The MPs considered and passed with the second reading the draft on Amnesty, envisaging release person from punishment, committing the crime before December 31, 2012 under the articles 158 and 159 of the Criminal Code. According to the Chair of the Human Rights Committee, Eka Beselia, the article 158 concerns violation of private communication secrecy and the article 159 concerns personal phone or other communication secrecy violation. Gedevan Popkhadze asked to continue consideration of the draft on Enforcement Record at July 29 session. “This is the issue on which negotiations can entail more damage than fast decision” – K. Davitashvili stated. As the Chair of the Session, Manana Kobakhdze elucidated, the next session will be held on July 29. |
