The Committee considered with the first reading the initiative by Koba Davitashvili: the draft on Change to the law on Narcotic Means, Psychotropic Agents, Pre-Cursors and Narcologic Aid and seven subsequent drafts. According to the draft, the title shall be altered to reflect “narcologic service” instead of “nacrologic aid”. The draft reformulates the rules of elaboration of the small, significant, large and particularly large commercial amount of the agents under the special control being in illegal circulation, prescribes the basics of damage reduction and rehabilitation program. According to the change, the criminal responsibility shall be relieved off drug-addiction though severe sanctions remain – 300 GEL of penalty for the first case, 600 GEL for the second and 1500 GEL for the third or 15 days of administrative detention. If the person agrees on voluntary treatment, the sanction shall be relieved. “The task of the sanction is to encourage the drug-addicted person for treatment instead of providing penalty money to the budget. This is the centrist draft, prescribing curbing the current situation, envisaging 11 years of imprisonment and also legalization of drugs instead of decriminalization”, - K. Davitashvili stated. According to him, more than 230 agents from the so-called spices shall be added to the list of narcotic agents, sale of which shall be punished in criminal way and addiction in administrative way. The Committee also considered with the first reading the draft by Paata Lezhava on change to the Criminal Code of Practice. According to the draft, the person shall be convicted for not more than 9 months for the first event of crime. The draft reformulates the new term “convict”. According to MPs, the main change restricts investigation and terms of case consideration, which will impede impartial law enforcement. The negative conclusion was delivered by the Government. The Committee did not support submission of the draft to the session. The minority MP, Chiora Taktakishvili, on behalf of UNM, raised the proposal to discuss the fact of dismantling the minaret in the village Chela. The Committee supported the proposal.
