The Committee considered the remarks by the President on the draft on Higher Education, adopted on July 24. The remarks and the new edition were introduced by Irakli Gorduladze. According to him, the draft restricts autonomy of higher institution and impedes free development of educational system. Two MPs shared the remarks, 8 were against. The Committee along with the Sector Economy Committee and Regional Policy Committee, considered one more Presidential veto – on change to the law on Cultural Heritage, on change to the law on License and Permit, on change to the law on Capital of Georgia-Tbilisi, adopted on July 12. The remarks concerned granting or deprivation of the status of cultural heritage, construction permission in historical districts of Tbilisi and other issues. The First Deputy-Minister of Culture and Monument Protection, Marine Mizandari made the elucidations of the remarks. The Committee expressed the negative attitude towards the remarks though passed the issue to the session. The Committee considered the documents for ratification: Credit Agreement (Funding Competitiveness and the Second Event of Growth Development Policy) between Georgia and IBRD and Funding Agreement (Funding Competitiveness and the Second Event of Growth Development Policy) between Georgia and IBRD; Millennium Challenge Agreement (Compact) between USA, acting on behalf of millennium challenge corporation and Georgia and Program Implementation Agreement between USA, acting on behalf of millennium challenge corporation and Georgia.
