The Committee considered up to 20 drafts, developed due to changes to the Constitution in 2010, envisaging delegation of authority of the President to the Government and the Prime Minister upon oath by the newly elected President in October 2013. The Committee considered with the first reading the draft by Irakli Tripolski and Giorgi Zhorzholiani on change to the law on Direct State Administration. According to the change, the Government, with the approval by the Parliament, shall issue the normative act on establishment of direct state administration on dismissal or termination of Sakrebulo and relevant administrative unit. Also, with nomination by the Parliament and the state plenipotentiary – Governor and in ARs – representatives of the relevant supreme bodies, with the decision by the Government, direct state administration shall be established on termination ahead of time of Sakrebulo authority. The Committee considered with the first reading the draft on change to the law on Normative Acts, envisaging delegation of authority to issue the normative acts from the President to various bodies and high officials. The changes shall be adopted to the law on Deprivation of Property for Necessary Public Needs. The Committee considered with the first reading the draft by Tamar Kordzaia and Giorgi Kakhiani, précising the terms of expropriation and compensation. Upon deprivation of property, the compensation shall be paid fully and in advance and free from taxes and fees. The Committee considered with the first reading the draft organic law on change to the organic law on Citizenship of Georgia, defining authorities of the President upon deciding the citizenship issues, also the rule and terms of counter-assignment of the Prime Minister’s decisions. The Committee supported the drafts.
