The Committees on Sector Economy and Economic Policy, on Agrarian Issues and on Budget and Finance discussed the changes to the law on Reimbursement of Cost and Damage of the Mastering the Substitution Land upon Allocation of Agricultural Land for Non-agricultural Purpose. The remarks by the President were introduced by the Parliamentary Secretary of the President, Irakli Gorduladze. According to him, the draft envisages restriction of the right to change the purpose of the agricultural land by the owner. As he elucidated, restriction goes beyond the requirements under the Constitution, according to which, restriction of property right is admissible “for necessary public needs” (article 21, paragraph II). The majority MPs did not share the remarks, though submitted thereof to the session. The MPs supported the document, submitted by the President for ratification, signed on March 21, 2013 Loan Agreement between Georgia and Asian Development Bank (special operations) (regional electricity cabling improvement project) and the document, signed on July 22, 2013 Loan Agreement between Georgia and Asian Development Bank (special operations) (regional electricity cabling improvement project).
