The drafts by Koba Davitashvili on: change to the law on Narcotic Means, Psychotropic Agents, pre-cursors and Narcologic Aid; change to the Administrative Code of Offense; change to the Code on Imprisonment; change to the law on Civil Procedural Code; change to the Criminal Code; change to the law on Road Traffic Safety; change to the law on Weapon; change to the law on Non-prison Punishment Enforcement Rule and Probation and change to the organic law on Election Code were considered with the first reading. According to the reporter, the drafts decriminalize drug-addition, though does not exempt from administrative responsibility. “The main goal of the initiative is to encourage the person to treatment” – he stated. According to the draft, 230 new agents shall be added to the list of narcotic agents so-called “spices” list. The Committee supported the principles of the draft. The different opinion was expressed by Guguli Magradze, who did not support the draft. According to her, it needs thorough examination. K. Davitashvili introduced one more draft on change to the Health Social Insurance, considered with the third reading. The change to the law on Social Protection Guarantee for Former Political Figures and their Families was supported by the Committee.
