The criminal sanctions are being made severe for false notifications on terrorism. The Committee considered with the first reading the draft on changes to the Criminal Code. The changes envisage increase of the sanction from 2 to 5 years of detention and from 5 to 7 years of detention in case of repeated action. For non-purpose call to the three-digit number of emergency service – 112 shall be punished with administrative responsibility. The Committee considered with the first reading the draft on change to the Code of Administrative Offense. “In order to insult the operator of 112 or for other statements, also non-purpose call to this number shall entail warning or penalty of 300 GEL. Repeated offense will entail penalty of 400 GEL. If the call outcomes into arrival of the emergency brigade, it will entail penalty of 500 GEL and 1000 GEL or 15 days of detention in case of repeated action. The Committee considered with the first reading the draft on changes to the law on Counter-Intelligence Service. The changes envisage definition of the rule of activity by the Government instead of the President. The provisions of the law are subject to enactment upon the oath by the newly elected President in October 2013. According to the draft, the Head of coordination of counter-intelligence activity shall not less than once per annum submit the report to the President and the PM. The Committee considered with the first reading the draft on changes to the law on Public Service, envisaging delegation of some authorities of the President to the Government. The draft is entailed with the Constitutional changes. The draft on changes to the law on Status of the Member of the Parliament is also connected to enactment of the new Constitutional norms, considered with the first reading. The draft envisages security provision for the MP and the family members thereof to be decided by the PM instead of the President. The Committee supported submission of the drafts to the session.
