The National Centre of Intellectual Property shall be entitled to submit the proposals on development of legislative sphere on copyrights to the Prime Minister instead of the President according to the changes to the law on Copyright and Contiguous Rights, entailed with the Constitutional changes of October 15, 2010. The Committee considered the draft with the first reading, introduced by the Parliamentary Secretary of the Government, Vakhtang Tsetskhladze. The same Constitutional changes entailed changes to the laws on: Culture, Cultural Heritage, Museums and Withdrawal and Entry of Cultural Values to Georgia. The issue re-separates authorities between the President and the Government. Drafts are initiated by Eliso Chapidze and Pridon Sakvarelidze. The Committee considered with the first reading the draft by Tamar Kordzaia on change to the law on Broadcasting, aiming at taking the norms into accord with the Constitution, which define authority of the President in the sphere of selection and accountability of GNCC members. The Committee supported submission of the issues to the session.
