The fundamental changes to the Constitution, subject to enactment upon the oath by the newly elected President in 2013 entailed the relevant changes to the number of laws. The MPs considered with the first reading the constitutional initiative on reduction of the authority of the Prime Minister and unanimously adopted with 112 votes. The minority as well supported the draft. The minority MP, Pavle Kublashvili, addressed the colleagues. According to him, this issue facilitates strengthening of the role of the Parliament in regards with the Government and the minority is ready to support such changes. The Speaker, David Usupashvili noted that the Constitution is not the document of any party and hoped that the cooperation between the majority and minority on Constitutional issues will further continue. The obligation of the President remains in the Constitution to nominate the Government to the Parliament for confidence with one third of the initial structure of the Government but in case of renewal of the Government with no less than 5 members. The MPs withdrew the norm concerning the vote of confidence for the Government in regards with the drafts, initiated by the Government. Within the term of 2 months upon the new budgetary year by the Parliament, failure to adopt the budget shall be considered as vote of no-confidence to the Government. Besides the Constitutional changes, the MPs adopted the draft on changes to the Criminal Code of Georgia, aggravating the legal responsibility for false notification of terrorism. The MPs also considered the draft on change to the Code of Administrative Offense, defining the administrative responsibility for non-purpose call to the emergency number 112.
