The Commission resumed to activity in Batumi. The Commission members heard the Director and Founder of LLC “Minda”, Ramaz Makhachadze. According to him, the problems with GNCC, as similar to Cable Company LLC “TV21” started in 2010. The GNCC made inspections and sanctions frequent, attended with pressure by high officials to switch off the opposition channels. As he elucidated, the Commission member Giorgi Ratishvili, assigned by the Chair, Irakli Chikovani, used to offer the cable TV to buy channels from the companies chosen by him and in 2011, to buy channels from GMG. “In April 2010, the representatives of three cable companies in Batumi met with Irakli Chikovani in Tbilisi to clarify if he was the person, assigning Giorgi Ratishvili. He listened to us, marked down our data and led us out with the smile, which followed with arrival of Ratishvili in Batumi on April 21 and inspection again”, - he stated. According to him, against the background of frequent pressure by GNCC, the heads of companies decided to establish one company “Batumi Media Group” (BGM) in order to jointly deal with the illegal actions by GNCC. The Company functioned several months with share participation of founders as in on September 27, 2011, all three partners were forced to alienate shares to Jaba Dobordjginidze who was connected with Security Service, who on his turn, conceded his share to David Sharashidze also from Security with 100 GEL. The Interim Commission members also heard the representatives of acting cable company “Era”. According to its founder, Merab Metreveli, numerous accusations were expressed at the Commission sittings as if Era is under the wing of GNCC and is not imposed with financial sanctions. “Era was imposed with the first penalty with 9000 GEL in 2009 on the basis of violation of author’s rights. In 2010-2011 it was fined on monthly-basis which entailed accession thereof to GMG. After long negotiations in spring of 2011, Era and GMG signed the 2.6 GEL agreement”, - he stated. TV-Radio tower and relations between TVs was the topic of speech by the technical director of the tower, Boris Adamia. He spoke about broadcasting of “Alania” and elucidated that using the frequency of “Obiektivi” by “Alania” was made on the basis of verbal decree by the then head of GNCC, Dimitri Kitoshvili. “The tower has no agreement with Alania inasmuch as Kitoshvili stated that it concerned the state security issue and without any remuneration, we allowed the signal. The company never paid for tower service, only since 2010, after we addressed to the then Interior Ministry, Ivane Merabishvili, Alania started paying for electricity used”, - he stated.
