The Committee considered with the III reading the draft on Police, prescribing main principles of police activity, legal basis for organizational structure, functions, events and authorities, rule of service, legal and social protection guarantees and control. The Committee considered with the II reading the draft on changes to the law on Creation of LEPL – Levan Samkharauli Forensic Expertise National Bureau, envisaging that the Head of the Bureau shall be appointed and dismissed by the Prime Minister instead of the President. The medical treatment for the convicts with mental problem will be provided timely and effectively and the impediments will be suppressed under the draft on change to the law on Mental Aid, considered with the I reading. The draft envisages the rule and the procedures of mental aid for the convicts. Namely, the convict can have the mental aid voluntarily on the basis of his statement and he/she will have the mental aid non-voluntarily when he/she does not acknowledge his/her state. The draft abolishes necessity to obtain expert conclusion for non-voluntary mental aid, it shall be defined by the doctor with relevant certificate. The Committee considered with the II reading the draft organic law on changes to the organic law on National Security Council. According to the draft, the Council is the advisory body of the President, created for military construction and defense organization of the country, to make the supreme political decisions on domestic and foreign policy strategies, to hold relevant measures in case of martial and emergency situations. The permanent members thereof are: Prime Minister, Interior Minister, National Security Minister and Finance Minister. The draft was entailed with the changes to the Constitution, subject to enactment upon the oath by the newly elected President in 2013.
