GENDER EQUALITY ADVISORY COUNCIL UNDER

THE CHAIRPERSON OF THE PARLIAMENT OF GEORGIA

 

 

I. General regulations

 

Clause 1

  1. 1.Gender Equality Advisory Council under the Chairperson of the Parliament of Georgia (hereinafter Council) is established by the order of the Chairperson of the Parliament.
  2. 2.The Council in its activity is guided by the Georgian Constitution, other Normative (Statutory) Acts, the present Regulation and other Acts of the Chairperson of the Parliament.
  3. 3.The present Regulation determines the authority and status of the Council.

 

II. The main tasks of the Council

 

     Clause 2  

1.        The main goals of the Council are as follows:

a)   Establish and submit to the Chairperson of the Parliament of Georgia the proposals on National Gender Policy setting out the actions to integrate gender equality in the political, economic and social spheres;

b)  Submit to the Chairperson of the Parliament of Georgia proposals on gender mainstreamed legislation;

c)  Submit to the Chairperson of the Parliament of Georgia proposals on approximation of Georgian Legislation to the European Union Law pertaining gender equality;

d)  Co-operate closely with the parliament committees, commissions and other parliamentary bodies in discussing the issues pertaining to gender equality;

e)  Within its competence observe the implementation of the international agreements and conventions relating to the rights of women and gender equality issues;

f)   Co-operate and exchange information with similar bodies in European national parliaments, EP, Council of Europe, UN, OSCE;

g)   Co-operate closely with international and local organizations working on gender issues in order to jointly develop proposals and recommendations to submit to the Chairperson of the Parliament for further consideration.

 

III. Structure of the Council

   Clause 3

  1. 1.The Chairperson of the Parliament of Georgia defines the constituency of the Council by special decree.
  2. 2.The Deputy Chairperson of the Parliament of Georgia is the Chair of the Council, who runs the meetings and activities of the Council.
  3. 3.Government officials, heads of the different departments, representatives from NGOs may be invited by the Chair of the Council to take part in the work of the Council.

 

IV. Functions of the Council

Clause 4

  1. 1.The Chair of the Council or Chairperson of the Parliament of Georgia convenes the meeting of the Council as required.
  2. 2.The Council Chairperson approves the agenda of the Council meetings.
  3. 3.The right of decision at the Council meeting is vested to:
    1. a)The Chairperson of the Parliament of Georgia
    2. b)The Chairperson of the Council;

c)  No less then three members of the Council. 

  1. 4.The Council prepares the proposals and recommendations for the Chairperson of the Parliament of Georgia.
  2. 5.Council is authorized, when majority of the council members attends meeting.
  3. 6.Majority of attendance makes decisions during council meetings. If votes are equal, The Chairperson of the Council takes the decision at the Council meeting.
