The Committee considered with the first reading the draft on changes to the Budgetary Code and the law on State Audit Service. As it was noted, the draft is entailed with the changes deriving from the change of authorities of the President, Parliament and the Government, subject to enactment upon the oath by the newly elected President in 2013.

The Committee considered with the third reading the draft on change to the law on Creation of Relevant Conditions for Peaceful Resolution of Conflict in Former South Ossetia Autonomous Region, entailed with the changes to the Constitution, subject to enactment upon the oath by the newly elected President in 2013. No editorial remarks have been expressed.

In order to improve the enforcement of court statements and to clarify the excusable reason for failure to attend by convicts, the change is to be adopted to the law on Non-imprisonment Penalty Enforcement Rule and Probation.

The changes are to be adopted to the Tax Code. Currently, transportation without invoice, refusal to issue or receive invoice if the market value of the product does not exceed 10000 GEL, entails penalty of 500 GEL. According to the draft, the amount shall increase to 5000 GEL.
