In case of driving under influence of alcohol, the administrative responsibility shall become severe. In order to facilitate arrangement of traffic, the changes are to be made to the Code of Administrative Offense, severing some mea

sures and alleviating others. The administrative punishment shall become severe upon driving without the license. According to Vakhtang Khmaladze, both are the grave offense.

The term of suspension of license for unpayment of penalty and fee shall decrease to 6 months. In regards with restriction of UNM representatives to be appointed on the positions, the draft by Koba Davitashvili was not supported. According to the Charter of Freedom, the persons are prohibited to be appointed on some positions, who were or are the high officials of UNM and the persons who occupy the positions in executive structures, shall resign. In Davitashvili’s opinion, positional restriction must apply to appointment instead of selection of positions. He expressed readiness to share the remarks. According to him, the representatives of the parties are prohibited to be appointed, who established the authoritarian and totalitarian regime. In his opinion, the law may not indicate to UNM but there is the ground that it may be considered as the totalitarian type party. As the MPs evaluated, adoption of such norm to the Charter contradicts with the Constitution. As it was noted, in case of sharing the initiative, it is not excluded that the political party winning the elections recognize the preceding government as totalitarian thus imposing restrictions. The Committee considered the drafts on changes to the laws on: Enforcement Proceedings; Control of Entrepreneur Activity and on Insurance.
