Parliament Endorsing Bill on the Protection of Family Values and Minors in III Reading

Plenary 17 Sep 2024
Parliament Endorsing Bill on the Protection of Family Values and Minors in III Reading

The Parliament adopted the Draft Law on Family Values and Protection of Minors during the third reading in a plenary session, with 84 votes in favor.

The issue was presented at the session by Rati Ionatamishvili, Chairman of the Human Rights Protection and Civil Integration Committee.

"The work on this initiative drew a very clear line between those who choose to act in the best interests of society and those who serve external agendas, between those who value human rights and those who prefer propaganda and harmful influence, between those who protect minors from harmful influences and those who try to popularize issues among minors, such as sex-change operations and the introduction of LGBT propaganda textbooks into schools and kindergartens. It is clear that the work on this initiative drove the opposition out of Parliament. The opposition is now missing. It is crucial that this initiative receives the support that reflects the demands of our society", - Rati Ionatamishvili stated.

The bill regulates matters related to marriage, the adoption and foster care of minors, the use of medical manipulation to change a person’s gender to one different from their biological sex, the indication of sex on state-issued documents, education, dissemination of information, public assembly and demonstrations, and neglect of biological sex in labor relations. The legislative package defines enforcement mechanisms and the mechanisms necessary for the implementation of the law.

Additionally, May 17 is established at the legislative level as the Day of Family Sanctity and Parental Respect.

According to the bill, marriage is defined as a voluntary union between two people of different biological sexes for the purpose of creating a family, which meets the requirements established by Georgian legislation. Any other type of union cannot be registered as marriage or recognized as marriage by a legal act.
