The Parliament adopted the Draft Law on Assemblies and Demonstrations for the III reading

Plenary 10 Dec 2025
The Parliament adopted the Draft Law on Assemblies and Demonstrations for the III reading

The Parliament adopted the Draft Law on Assemblies and Demonstrations and the companion Bills for the III reading, introduced by the Chair of the Legal Affairs Committee, Archil Gorduladze.

According to the amendments, a requirement is established for the relevant state authority to issue a prior warning in cases where an assembly or demonstration is held in a public passageway.

Furthermore, if an assembly or demonstration poses a real threat to public safety, public order, the normal functioning of enterprises, institutions and organizations, the movement of vehicles or people, or to human rights and freedoms, the relevant state authority shall be authorized to instruct the participants of the assembly or demonstration regarding an alternative location, time and/or route for holding the assembly or demonstration. Failure to comply with such instructions shall entail liability as provided by the legislation of Georgia.

In addition, the draft law regulates matters related to the termination of an assembly or demonstration.
