Parliament Adopted the Draft Law on Labour Migration at the III reading

Plenary 15 Apr 2026
Parliament Adopted the Draft Law on Labour Migration at the III reading
The Parliament, at the III reading and under an expedited procedure, considered and adopted the Draft Law on Labour Migration with 75 votes in favor. The draft law was presented by the Chair of the Economic Policy Committee, Shota Berekashvili.

According to the draft law, the provisions of the Law on Labour Migration will not apply to relations related to the employment of a foreign national in Georgia and the performance of remunerated labour or entrepreneurial activity if the individual: holds a valid special residence permit issued on the basis of a written initiative by a member of the Government of Georgia; carries out short-term professional activities in Georgia as defined by a Government decree, unless otherwise envisaged by Georgian legislation; performs activities for the benefit of a public institution or an enterprise with state participation; performs labour activities fully remotely for a local employer without the need to enter the territory of Georgia; or provides services to a non-resident entity, where such activities are related to operations carried out outside the territory of Georgia.

In addition, the amendments introduce a new provision to the Law on Labour Migration, according to which a foreign national will be allowed to carry out short-term professional activities in Georgia without a work permit and without a corresponding residence permit, provided that such activity is conducted within the framework of a temporary visit, does not constitute long-term employment in the local labour market, and is linked to a specific short-term project, event, or service.
