Shalva Papuashvili: I’d like to thank the Georgian people for not protesting on October 4, as planned for 4 pm. Instead, they voted from 8 am and made their voices heard in the elections

Chairman of Parliament 13 Oct 2025
Shalva Papuashvili: I’d like to thank the Georgian people for not protesting on October 4, as planned for 4 pm. Instead, they voted from 8 am and made their voices heard in the elections

“I would like to congratulate the nation on the successful conduct of the Municipal Elections. Thus, the electoral cycle has been accomplished, which included the Parliamentary Election in 2024, the Presidential Elections and the Municipal Elections on October 4 this year. All electoral constitutional bodies have been composed and the focus will now be on the development of the country for the next three years by the team that wins the Parliamentary and Municipal Elections”, - the Speaker, H.E. Shalva Papuashvili stated at the Bureau.

He thanked the Georgian people for expressing their will through the elections.

“I am glad that over 100,000 citizens voted for the Georgian Dream and thus, allowed our team to replicate the outcomes of the Parliamentary Elections. The Municipal Elections demonstrated higher results for the Georgian Dream than in 2021. I would like to express my gratitude to every Georgian citizen who exercised their political preferences at the polling stations, regardless of their party affiliation. I would also like to thank the supporters of the Georgian Dream who have once again enhanced the democratic mandate of the authorities. This demonstrates our commitment to acting in accordance with the national interests”, - he stated.

The Speaker also stated that it represents the estimation of processes foisted from outside the country.

“Through these elections, citizens once again affirmed the correctness of the authorities’ course, the state policy and all decisions, including the laws adopted during the year. It was confirmed that all our political and legal decisions are supported by the citizens. This is the democracy. The people’s voice is paramount, since the people hold the power. And our citizens, through this one-year electoral cycle, delegated their mandate to the authorities”, - he noted.

The Speaker also responded to the processes developed simultaneously with the elections on October 4.

“I would like to once again respond to the October 4 rally, which had been pre-announced in parallel with the elections and which we had previously discussed and warned about — including those who, from abroad, expressed solidarity or support.

What was announced in advance did, in fact, take place: there were calls for the overthrow of the government. The events reminded us of the scenes from the 1990s, when people applauded incitements to violence. This should be a matter of serious reflection for our society.

Within our society, there were several hundred or even thousands of individuals who gathered on that day with premeditated intent to sow chaos in the country, acting with full awareness of what they were doing. The overthrow was announced, the overthrow began — but it was quickly thwarted”, - the Speaker stated.

He thanked the law-enforcement agencies, the Interior Ministry, the State Security Service and the Special State Protection Service for eliminating the violence.

“25 police officers were injured, two of them seriously. The groups that had announced or encouraged violence, as well as their media support platforms — whether online or on television — and even the foreign groups expressing support for them, did not show any concern for the condition of these police officers.

This clearly reflects the cold and indifferent attitude that some groups still hold toward the peaceful development of our society”.
