“The funding for the IDPs, Labor, Health and Social Protection Ministry will increase by 800 ml GEL, bringing its assignments to 9,620,8 ml GEL for the next year”, - Giorgi Kakauridze, the First Deputy Finance Minister, reported to the Health Care and Social Affairs Committee upon the deliberation on the Draft State Budget 2026.


As per the reporter, the pension for the pensioners of 70 and over shall increase by 45 GEL to constitute 495 GEL, while the pensions for the same category residing in highlands will amount to 594 GEL.


At that, the pensions for the pensioners under 70 shall increase by 20 GEL, constituting 370 GEL, while the pension for the same category residing in the mountainous settlements shall be determined by 444 GEL.


Furthermore, the social allowances for the drastically expressed disabilities and persons with disabilities under 18 shall increase by 45 GEL, and by 20 GEL for persons with disabilities of other categories.


As the reporter elucidated, the social programs in sum will constitute 7,0 ml GEL; over 2,1 billion GEL is allocated for the healthcare programs, and 240,0 ml GEL for the accommodation of IDPs.


The real economic growth in the post-pandemic period exceeded the forecasted index.


The mixed budget for the 4-year period increased by over 9 billion GEL.


The reporter introduced the macroeconomic parameters, noting that the real economic growth is planned at 5%, while the real economic growth forecast in the average term is at 5,3%.


The nominal GDP forecast is determined by 110,5 billion GEL.


GDP growth for 2029 is forecasted up to 140,9 billion GEL, which per capita will exceed 13,900 USD.


According to the financial document, the mixed budget tax revenues are determined by 26,8 billion GEL, the budget deficit - 2,5% of GDP, and the state debt - 35% of GDP.


As G. Kakauridze underlined, the expenditures part of the mixed budget in sum constitutes 35,5 billion GEL. According to the updated forecast for 2026, the mixed budget tax revenues in nominal expression constitute 26,800,0 billion GEL, which exceeds the index of 2025 with 1,495,0 million GEL.


The state budget incomes total index is determined by 30,290,8 billion GEL, and the budget assignments constitute 30,475,9 million GEL.


The Committee approved the Draft.
