The Foreign Relations Committee deliberating on the Report of the Delegation and the documents for ratification

The Head of the Parliamentary Delegation to PABSEC, Irakli Mezurnishvili introduced the report for 2024 to the Foreign Relations Committee.


According to the reporter, the Delegation has been actively participating in the PABSEC sessions, namely, in the sitting of the Standing Committee in Turkey, the sitting of the Culture, Education and Social Affairs Committee in Skopje, North Macedonia, and the 63rd session of the General Assembly in Tirana, Albania held online with the organization of Armenia.


As elucidated by the reporter, the Georgian Parliament hosted the sitting of the Legal Affairs Committee in Kachreti, Kakheti region. Irakli Mezurnishvili addressed the MPs underlining the significance of the cultural links, cultural dialogue and tolerance.


The Delegation members also participated in the observation mission at the Presidential Elections in Azerbaijan and the Rize Economic Forum in Turkey.


After the report, the Committee deliberated on the documents for ratification.


The Deputy Regional Development and Infrastructure Minister, Mzia Giorgobiani introduced the Changes to the Letter-Agreement.


The Change N2 to the Letter-Agreement of the Loan Agreement between Georgia and ADB of October 5, 2018, (ordinary transactions) (East-West Highway (Khevi-Ubnisi Section) Improvement Project) envisages the modification of Annex 1 and the specification of the project description.


The financial terms of the loan remain unchanged; the loan is issued with a term of 26 years, 11 of which are preferential.


According to the reporter, the works at the Khevi-Ubnisi section have been accomplished. The loan agreement also envisages the preparation of the technical documents stipulating the rehabilitation of the Tbilisi detour.


The Change N1 to the Letter-Agreement of the Loan Agreement between Georgia and ADB of November 27, 2019, (ordinary transactions) (East-West Highway (Shorapani-Argveta Section) Improvement Project) modifies the explanatory part of the document, while the loan terms remain unchanged.


The Committee discussed the Change N1 to the Letter-Agreement of the Loan Agreement between Georgia and ADB of October 15, 2020, (ordinary transactions) (water supply and sewerage sector sustainable development project) extends the loan accessibility term by 2 years in the document, regulating the improvement of the water supply system in Telavi; the project has been accomplished. The loan shall be consumed on the installment of the water meters for the mitigation of water loss, and the acquisition of machinery for the service centers countrywide.


MPs also discussed the Change N2 to the Letter-Agreement of the Loan Agreement between Georgia and ADB of June 19, 2017, (ordinary transactions) (secondary road improvements), which envisages two components - Moliti-Chumateleti and Dzirula-Moliti sections. The works at the Dzirula-Moliti section have been accomplished, while the financing of the Moliti-Chumateleti section has been removed from the document since these works will be funded from the State Budget.
