At a plenary session on 4 February 2026, the legislative body considered, under an expedited procedure, the amendments to the Law of Georgia “On Higher Education” in the third reading and approved them, introduced by the Deputy Education, Science, and Youth Minister, Zviad Gabisonia.
According to the draft law, the position of Lead Professor is added to the list of academic staff.
The amendments also clarify the legal framework for the reorganization of higher education institutions established by the state.
In addition, the law introduces a provision stipulating that state-established higher education institutions for which the Government of Georgia determines the list of educational programs (curricula) they are authorized to implement shall be granted the right, in a phase-out regime and for a specific period, to continue implementing those educational programs which they were lawfully delivering as of 1 January 2026 under the legislation of Georgia and which are not included in the aforementioned list.
