
The President of Georgia, H.E. Mikheil Kavelashvili, delivered his annual report to Parliament on the most significant issues concerning the state of the country.
“Within the scope of the powers defined by the Constitution, each representative of the state institutions must do their utmost for the welfare of our country and our people. Therefore, close coordination between the institution of the President, the executive branch, and Parliament is of particular importance”, - Mikheil Kavelashvili stated.
According to the President, today the state firmly defends Georgia’s sovereignty, national interests, and the fundamental values that define the essence of our statehood.
He emphasized that for Georgia’s long-term development, it is essential that future generations be guided by love for their homeland, the protection of sovereignty and independence, and respect for family values and traditions.
Summarizing 2025, the President stated that the past year became a watershed moment for the world.
“It is already evident that the international order is undergoing fundamental changes, and countries, in pursuit of their national interests and strategic objectives, are increasingly resorting to hard power alongside diplomatic approaches”, - Mikheil Kavelashvili noted.
He further stated that the developments around Georgia last year once again confirmed, with concrete facts, that the threats and challenges publicly discussed by the authorities in recent years were real.
“Today it is even more apparent that the pressure and blackmail emanating from external forces, using internal actors under their influence, serve to escalate processes in Georgia and across the region.
Since the outbreak of the war in Ukraine, Georgia has withstood tremendous pressure, in which, alongside the authorities, our society has played a crucial role.
The Georgian people have once again demonstrated to the entire world that we respond to hardship and injustice with unity and loyalty to our national interests and deeply rooted values”, - the President of Georgia stated.
According to him, the essence of the Government’s pragmatic and multi-vector foreign policy is the protection of peace and independence.
“Given the current international situation, if we act effectively, we can transform Georgia into a key country for the implementation of international projects. We can facilitate economic integration between Asia, Europe, and the Middle East, strengthen our status as a regional hub in the South Caucasus, and further intensify ties with our partner countries.
In this regard, important steps were taken by the Government in 2025. I would like to highlight my visits to Armenia, Azerbaijan, and Turkey, aimed at further deepening relations with neighboring countries and strengthening peace in the region. Special mention should also be made of the friendly and constructive meetings held in Serbia. A few days ago, I also hosted the President of Croatia, with whom I had a productive meeting”, - Mikheil Kavelashvili noted.
Speaking about foreign policy, the President focused on Georgia’s relations with the European Union and the United States of America.
“It is no secret that, particularly since the outbreak of the war in Ukraine, European bureaucracy has been interfering in our country’s internal affairs and applying double standards. Apparently, it remains difficult for some to accept that Georgia is a sovereign and independent state.
They perceive our country as part of their geopolitical project, within which Georgia is expected to fulfill specific objectives set by them.
As for the United States of America, we have expressed full readiness to restore the strategic partnership and to begin relations from a clean slate, which was reflected in our proposal of a ‘Partnership Roadmap’ that would detail the interests of both countries”, - Mikheil Kavelashvili stated.
Addressing domestic policy, the President noted the particular significance of the 2025 local self-government elections.
According to him, despite the elections being conducted at the highest level and in full compliance with international standards, it was clear to society that the radical opposition had a different plan.
“The events that unfolded on the evening of 4 October exposed the real intentions and objectives of radical groups—to seize state institutions by violent means and to carry out a coup d’état”, - the President stated.
He described as alarming the fact that this violent act and attempted overthrow of the Government were, in effect, openly encouraged and supported by external forces.
“In preventing the fifth attempt at a violent revolution, alongside the Georgian people, law enforcement officers and representatives of institutions responsible for the country’s security played a special role. I would like to thank each of you for your patriotism and dedication”, - the President noted.
According to him, in order for the political process in Georgia to finally stabilize and for the country’s consistent development to no longer face threats, it is essential to ensure the healthy functioning of the political environment.
The President emphasized that the occupation of Georgia’s historical territories remains the country’s primary challenge.
“Our message is clear: we must spare no effort to build a united, strong, developed, and peaceful Georgia together with our Abkhaz and Ossetian brothers and sisters. Our actions demonstrate that we not only speak about peace but genuinely work to ensure it, which may become an important precondition for restoring trust and rebuilding ‘broken bridges’”, - the President stated.
He also addressed the country’s economic growth indicators.
“Against the backdrop of the global crisis, the state has managed to ensure increases in the budget, salaries, and pensions. According to data from several influential international institutions, Georgia ranks among the world’s leading countries in terms of economic growth.
In light of these achievements and the positive expectations forecast by international institutions based on objective criteria, it is very important that the results achieved be reflected equally in improving the conditions of every social group. While the steps taken in this direction are welcome, even greater efforts are required to ensure that every family and every citizen truly feels the growth in prosperity”, - Mikheil Kavelashvili noted.
In his address to Parliament, the President also referred to education reform.
“Our goal must be to create an education system that, alongside high-quality knowledge, instills in future generations a sense of responsibility toward their country from an early age.
It is in this spirit that the announced education reform has been conceived, which envisages the comprehensive reform of both school and higher education systems”, - he stated.
The President further emphasized the significant role of Georgian culture and sports in strengthening social unity and increasing the country’s international visibility.
“Culture and sport play an extremely important role in enhancing our country’s visibility, fostering unity among the people, and defining national identity. Therefore, it is our duty to promote and develop these sectors to the fullest extent”, - Mikheil Kavelashvili stated.
In his address, the President noted that Christianity has had the most profound influence on Georgian traditions, identity, and culture.
“In 2026, we will mark 1,700 years since the Christianization of Georgia. This is a remarkable history, reminding us that the Christian civilization established here in Georgia withstood numerous invaders. With each trial overcome, our people’s faith only grew stronger.
Fortunately, today the Georgian nation stands firm and continues the long path that began 17 centuries ago”, - he stated.
Concluding his speech, the President emphasized that amid rapid geopolitical transformations and an unpredictable and tense global environment, Georgia is entering a new stage of state development, the starting point of which must be devotion to the homeland and the protection of independence.
“Our task today is to contribute to global peace, strengthen our economy, minimize security risks facing the country, preserve freedom and a stable environment, and ensure growth in prosperity that each citizen will feel personally. This can only be achieved if the Georgian people remain united. We are a nation with an ancient culture and history. We have endured many trials, we share a common past and values, one language and one country.
Georgians have far more in common than what divides us. Therefore, we must set aside excessive emotions and identify the issues around which we can unite”, - the President of Georgia stated.

The annual report of the President of Georgia was attended by Prime Minister Irakli Kobakhidze, members of the Government, the leaders of Abkhazia and Ajara ARs, representatives of the judiciary, the Tbilisi City Hall, the City Council, and the Georgian Patriarchate.
