The Energy Ombudsman reported to the Human Rights and Civil Integration Committee for 2025

The Human Rights Protection and Civil Integration Committee heard the 2025 report of the Acting Public Defender of Consumer Interests (Energy Ombudsman), Nino Guleishvili, regarding the state of consumer rights in the energy and water supply sectors.

According to the reporter, in 2025, the Energy Ombudsman’s Office received 1,100 applications from consumers, of which 506 concerned water supply, 444 electricity, 102 natural gas, and 2 irrigation.

“In 2025, we issued more than 1,050 recommendations. Over 188,000 GEL of incorrectly charged fees were written off. Of the submitted applications, 78% were resolved in favor of consumers, 5% through mediation, 10% were partially satisfied, and 7% were not satisfied”, - the Acting Energy Ombudsman stated.

As noted by Nino Guleishvili, the office placed significant emphasis on raising consumer awareness. As a result of activities carried out in this direction, the number of citizen applications nearly doubled compared to the previous year.

The Acting Energy Ombudsman also provided a detailed overview of trends, challenges, and issues in the electricity, water supply, and natural gas sectors, particularly those identified in the process of ensuring consumer rights, as well as the outcomes of the office’s activities in these areas.

The Human Rights Protection and Civil Integration Committee took note of the 2025 report of the Acting Public Defender of Consumer Interests on the state of consumer rights in the energy and water supply sectors and assessed it positively.
