The Human Rights and Civil Integration Committee approved the amendment improving accessibility to mobile applications for persons with disabilities

The Human Rights and Civil Integration Committee deliberated on the Draft Law on Rights of Persons with Disabilities for the I reading.
Pursuant to the amendments, the respective subjects shall, in a mandatory manner, ensure accessibility of websites and mobile applications for persons with disabilities; the respective technical regulations for adaptation shall also be developed.
Besides, the Draft Law identifies the institutions - administrative bodies and private subjects - to carry aforementioned obligations.
The amendment also envisages the peculiarity of the enforcement of the obligations, namely, the circumstances under which accessibility to websites and mobile applications shall be ensured, given the principles of the imposition of the proportional burden.
The draft law regulates the endorsement of the accessibility standard. At the same time, the Government determines the website and mobile application material that fall out of the application of the hereof standards.
“This initiative is significant for the implementation of Article 9 of the Convention on the Rights of Persons with Disabilities. The primary beneficiaries are blind and partially sighted individuals but the amendments will ultimately apply to all persons with disabilities, enhancing their accessibility and communication”, - Rati Ionatamishvili, Chair of the Committee, one of the initiators and authors, noted.
